Dwarf Puffer musings

So I've been researching dwarf puffers and it's consistently recommended to put them with otos and, usually, only otos. What they don't say is why the otos seem to usually be immune to dwarf puffer aggression. Is there anything in particular about the oto that a pitbull pleco wouldn't have? Or are pitbull plecos not mentioned because they're not as popular?

I don't think any fish is safe with a DP. Otos seem to hide and stay out of the way.
