Fake Plant Buildup

In my 10G tank a have a few fake plants. I am using sand as a substrate. I have noticed some sand as well as buildup on the fake plants.

M tank is also going through the nitrate cycle so I can't figure out if I should remove the buildup on the plants or leave it because it is considered good bacteria? I currently have 1 molly in the tank so I don't know what to do.

All help is appreciated:)

+1 on the turkey baster suggestion.

I'm not sure what the build up is, but I wouldn't worry about it just yet. If it's still there after you're finished cycling, then consider acting on it.
 
Looks like sand to me. I get the same on my fake plants in my tank that has sand. Actually, I get sand build up on my real plants too.
 
When I did my first fishless cycle I had this too. I was never able to identify it. After your cycle finishes it will stop coming back, and the plants can be cleaned off easily enough.

I'd love to know what it is, though.
