Biological. I believe those are some type of ceramic rings.

I have a bio wheel in my emperor filter, should I put these in the canister filter too?? Won't cause any high nitrates will they?

Those look like ceramic prefilter "noodles". The prefilter type has flat sides while the regular type has round sides. These would go into the first chamber that water enters into the canister filter. I think you would want to rinse those out regularly to prevent debris buildup. Honestly, between the flat versus round sides, I don't see much of a difference between the two (they could both serve as mechanical or biological filtration).
