Fin rot?

So I was looking at my betta and I noticed some fin looked shorter and a bit like fin rot. So I am here for help. I have attached pics.
Size of aquarium: 2.5G
Heater:Yes
Water change schedule: generally 1 33% per 2 weeks, before noticing fin rot it had been around 3 weeks.
Cycled: Yes
How long has tank been set up: about since october 2013
History of disease in tank: None
Please help!!!

NOTE: There is some algae/white on the acrylic.

Do you think it is in the early stages. I know clean water helps, but you can't change water too much. Would this be a case where medicine is required?

Yea, I think it's pretty early. When mine got fin rot, I used API Stress Coat and that worked well. If he doesn't get better in about a week and a half, you can use medication. I have used Maracyn Two by Mardel and that cured it. Just keep the water pristine, and most likely he will be cured. Do you know how they were ripped?
 
I dont know, if they were ripped, how. He is alone in the 2.5 g. Driftwood.

Okay, because my bettas fins were always ripped because he bit himself, maybe that's what happened to yours? I did 1/4 to 1/2 a gallon daily. When he gets better, you should really do 10% water change weekly instead of 33% every two weeks.

So I am think it might be worse. What medicine do you guys recommend that can be dosed to 2.5 Gallons.
 
I had a 2.5 gallon and I used Maracyn Two by Mardel and it fixed my bettas fin rot.
 
Would Seachem Paraguard work? Does it treat bacteria?

There is only about 1-2cm of fin left. Is this getting very serious?
 
First Day: 1/2 of a packet
Second Day-Fifth Day: 1/4 of a packet. Make sure to take out activated carbon.
