Fish scales look dry

The scales looks like its gonna fall off and i tried researching but none gave me a definite answer

the picture isnt very clear, and you haven't specified on the tank, diet or water quality, but it could possibly be dropsy. Dropsy is a symptom rather than a specific disease, it can indicate any problem from disease to parasitic infections.
I recommend looking into this and checking out other potential symptoms. It may be able to be treated using a medication.
 
You need tests for
Ammonia
Nitrite
NitrAte
If possible,
PH
GH/KH
TDS


Do you know about the nitrification cycle? The article in my signature explaines and is full of helpful information for better fish keeping. I
would do a water change of 25%. See if your fish looks better/seems happier. If so, it is likely tied to toxic water conditions. Do another pwc. Meanwhile get the water tested and tell them you need all the numbers for each test.
