I run my actinics one hour longer than my whites. During this time, occasionally i catch my foxface assume a somewhat vertical swimming position about 18 inches in front of my powehead. Almost like he's floating In the current. He also likes to take in air from the surface, then release it under water making bubbles. Im assuming this behavior is ok......?

Fish do weird stuff at times. I remember reading where someones hippo tang would go up like it was eating get a mouth full of air then blow it out in the tank. The other fish would think it was eating and the bubbles were food and chase them around. I had a sixline wrasse that would play in the current it would swim up to the power head and then stop lay on its side then ride the current across the tank. They probably get bored in a little glass box because most were wild caught.
