Help!! Puffer acting weird

I noticed last night when I went to feed my two dwarf puffers that the one wasn't eating & wouldn't even come up to the glass as usual. Typically the two come right up to the glass anytime I walk over to the tank. Today he was floating up near the top & was spinning in right circles.. Seeming disoriented? What's wrong?:-/ my levels are pH:7.6 nitrite:0 nitrate: 40 and ammonia is basically zero. It has a slight tint.. However it was at .25 and has dropped over the last two weeks. I just did a 50% water change and added some prime.
