HELP! unhealthy betta

My betta started getting red sores on his body and popeye on one of his eyes. I have already gone through two treatments of maracyn two, and it has only gotten worse. Any advice would be appreciated.

The ph is usually 6.5 to 7.0
Tank is 10 gallons
He doesn't have any tank mates
And the temperature is usually at 75°F
The hardness is 80KH
And after testing the water the is a little ammonia and nitrates but not at alarming levels
 
Ok do some water changes to get the ammonia down back to 0. Getting him healthy will require pristine water conditions. I imagine you took the carbon out of the filter when treating? Is he hanging around the heater?
Random questions. Is he a dragon scale betta or are his scales pineconing a bit? Are there any hard decorations in the tank? He may have knocked a few scales out and the red is the skin underneath.
 
Yes I took the carbon out, and he is a dragon scale betta. He has been hanging on the heater recently, and there is aquarium wood and a rock in the tank.
 
Ok dragon scale bettas scales will grow over their eyes as they age so it may not be popeye. It would explain the wounds as him bumping into things.
Can you adjust your heater or is it non adjustable?
