Is my 2.5 gallon over stocked?!?!

I use this tank as a nursery for all my FRY.

There is currently 23 baby fry in there now.

I also have 2 very small albino catfish.

My ammonia has been high ever since I added the catfish and I think it's because I'm overstocked? Should I upgrade to a 5 or 10 gal for my fry and just use my 2.5 for a beta or hospital tank?

OR should I just wait it out and see what happens? PLEASE HELP.
 
So I decide to just keep that tank for now and see if they lower any because my dad just thinks its not cycled. That might be the problem but its been up for about a week and a half now, so ill keep them in there for another 3-5 days and if they ammonia is still high ill get a 5 or 10 gal tank.

How often are you doing water changes to lower the ammonia? Doing water changes more frequently should help lower it :)
