I have two betta females. This one came from the store and I can't tell whether she has fin rot or not. Both of them arw in a quarantine tank since I got them. Both are vigorous and hungry. The other ones fins look normal.

The pictures aren't really clear to say for sure but if there is no red on the edges, it's not fin rot or a bacterial infection. Clean water and a good diet will help the fish regrow their fins. Bettas are naturally designed to handle getting roughed up during spawning so unless you see the redness ( blood) or any fuzziness on the edges, I wouldn't worry. (y)
