Looks good as it is and that is defiantly a balloon Mollie you can tell by the bent spine.
Fact balloon mollies are just a deformed version of a Mollie.
The neons will look nicer than the pencil fish anyways as they will add the color to the tank and they will stand out against your setup so will be easy to spot.
 
If you paint it it will look great but remember that its not easy to change or clean. I have a tank with black gravel and a black background it make the fish and plants color come alive.
 
Haha, the new fish look great! Like some others said, the Neons will really add color to your tank.. So you added another Molly? And is that a Guppy i see?
 
Yeah the molly was like really sad so i added another (shudder) and the guppy was free (OH MY GOD) now i ca only get around 6 neons not 10 =( but thats alright because im ifing about the corys and add something called siamese algea eater they are so cute and all day long they eat the algea off my plants so i will get snails for my clean up crew =)
 
What they call siamese algae eater in the LFS here will get too big for your 10 gal.

You'd be better off with 2 or 3 of an Otocinclus species. They are cuter anyway, plus small so not such a bioload for your filter.
 
Your power problem sounds like you have too much plugged into the circuit that you use. Might want to move something off to another plug in the room that's on another circuit.
 
Well, the fish are good for now, so don't worry. When they get too big to handle, trade them in for a few smaller fish. Any way, your tank looks great and you should be super proud of yourself for doing such a great job on your own. It must have been pretty hard to figure out what you needed to get and all that, so just relax for a while. Your tank will be good to go for a bit, but be ready to trade in fish and don't get TOO attached to them. :)
