My betta probably finally ate a ghost shrimp what now?

Scales don't pine cone until it is too late. If it returns to normal, good.
 
If he doesn't look like he's pineconing, it's most likely not dropsy.

Are you going to remove the other shrimp from that tank? Your fish has made it evident that he will gorge, given the chance. That can kill him.
