Thank goodness I've never had to deal with it before but it's nothing that requires you to have to start over. My suggestion would be to post about Velvet in the "Unhealthy Fish" forum to get ideas/suggestions how to treat it. Just don't add any fish until you know your tanks back on track.
As for as plants go you can use your gravel. If you add any plants in the substrate they need to have root fertilizer tabs but if you just float some plants then you don't need root tabs. But if you add any plants it will help them alot if you get a product like Seachem Flourish Comprehensive to dose the tank with fertilizers after your weekly water change.
