My Ten Gallon Tank Not Cycling

I've Had my 10 gallon tank for almost 5 weeks now and it hasnt even started cycling yet what am i doing wrong?
 
So what's the setup? We need all the info you can provide..

Well this is what i know:

Tank size: 10 G
Fish Residents: 4 (Dalmatian Molly, Mickey Mouse Platy, Marigold Platy, Turquoise Guppy)
Ornaments: Firetruck, Fake Coral, Beach Chair With tree
Fake Plants: 4
Feeding: Once A Day
Water Changes: 10% each week
Filter: Activated Carbon
 
Ammonia is the start of the cycle. If you don't keep the ammonia down to around 1 you may lose fish.
 
You should probably up your water changes to at least 25% if not 50% each day. This won't affect cycle time but in my experience fish-in cycles seem to take longer. I would recommend adding some established filter media from another tank to your filter asap. This will help speed up the process. If you don't have any cycled filter media get some from a friend with a tank or even from your LFS.
