After much troubleshooting, we were able to determine that my 25 G was fully cycled and now ready to add fish.
I went to the lfs, and purchased 7 barbs for the tank. 3 days later one of the greens had pop-eye. Then the next day another one had it. Chems were couldn't have been more perfect. I have now taken all of them back to the store and I did a 50% water change.
Question to you is, now there is no more fish in the tank, and with the water change, will it be safe to put new healthy fish? Or should I be treating the tank?
