What is the most aggressive tank set up I could have without them killing each other?

Not sure where you are trying to get at. Usually the intention is to get fish which can interact harmoniously.

Welcome to AA
I don't know that such fish exist, you are describing the behaviors of mammals, such as lions.

Oh. That's what I was reading about with african cichlids

Cichlids can set up a sort of a pecking order like that but a lot of times if you have a fish that is that agressive towards the others they end up killing some of the weaker/more docile ones. Also I would recommend at least a 55gal for Cichlids (well for most africans anyway) you can do it in a 40 but you can't put many in there and it's kinda small.
