No Filter or any other stuff

It depends on the type of fish. You could have a betta in a tank without a filter, but you would be doing daily water changes to keep the water nice and clean. You could probably have other fish as well, but again you would be doing water changes more then you would normally have too. Another thing you would probably need is a heater. I would suggest getting a filter though...no matter what.
 
With fresh water it really isn't recommended, unless as mentioned above you are willing to do possible daily water changes.

saltwater, but you have too do it right with lots of live rock and a deep sand bed , not just fish
