Odessa light good for 29 gallon?

I'm starting my first planted tank in a while and was wondering the light i used for my reef is good for my 29 gallon tank. I took out the actinics out of the fixture. There are 2 10000k T5HO bulbs. Each bulb is 24 watts and the tank is about 19 inches deep. Is this fine for a low tech tank for hardy plants? And is it ok too add one actinic bulb to the fixture. The light is too white. I don't know if its me being used to seeing blue in my reef but is it okay to add the bulb for aesthetic appeal. It only gives the water a tint of blue.
 
Which fixture do you have? The quad or duo? How heavily planted do you want to go? Any CO2 injection?

its the quad fixture but i took out the two actinic bulbs so i guess its basically a duo. I don't plan on adding any fertz or CO2. I already have a bunch of fertz in case I notice a defeciency. Would adding the actinic be okay?
