Old Water Meaning?

What do people mean by 'Old Water', it surely cant be water that has never been changed?

Ok, say you don't have a mature tank yet, when would a tank technically be mature?

At the very least 6 months. Some consider a year at earliest. Really depends on what the fish or invertebrate requires for a healthy system.
