It look like his intake pump is in the tank. From the 1/2 hose on the filter pad side .

This is correct, the pump just runs to a flex hose that runs to the section before the filter pad. The second bit of PVC is a backup return invade the first one were to clog, I would recommend adding one to any build since I have seen it used on mine. It worked great and I had no flooding.

Another thing to note is that should your power shut off the hose will siphon the water back from your fuge, that is the main reason I added the baffles.
