What is the best way to paint the background of my tank?
What type of paint do I use?
Where do I get this paint?
And is there a specific way to do the job?

Depends if the tank is full and running or empty.

Any type works fine. I've had success with latex and spray paint.

Any home improvement store.

Depends what type of paint. Latex can be rolled on with a foam roller. Spray paint can be sprayed (obviously) as long as the tank top and sides have been taped off.

Make sure to clean the glass thoroughly. Any water marks will be locked between the glass and paint leaving an ugly mark.
