If he survives I think the tank is too small and he should be added to a pond. I assume I'm reading that right and he is 1ft in a 4ft tank.
In the mean time, I'd also be doing 40-50% pwc's each week and testing my water specs. As it's summer here I'm just putting buckets of tank water on the plants and dragging the garden hose inside (very, very quietly). Also check the tap water water specs to have a base line.
Filtration I would run 2 canister filters but that is just me.
