How long should I quarantine 2 albino bristlenose plecos for?

Same as any other fish. You can go from 0 days to two months depending on how careful you want to be. I haven't quarantined my fish so far, but I think most people go for around 2-4 weeks.

I've often heard 28 days with no signs of sickness. If something comes up, treat the disease or problem, and restart the 28 day timer when symptoms disappear.

I would say, doesn't matter the kind of fish, 4 weeks is the best.

People have different opinions about the need of not of a quarantine tank, if you already decided to have one, use it the best way possible, saying so, 4 weeks minimum.

i really agree with this. some people qt only 2 weeks but the longer the better.
