Problem with tiny bugs in tank

I have all these little bugs (not in the water) but at the waterline and what looks to be laying eggs. What should I do about this?

Increase water agitation.

I forget the ID of them (someone nailed it for me years ago), but they will disappear with increased water agitation. I allowed them to hang out for a couple months on a planted 55 just so I could watch my festivum hunt them for hours. lol
 
Fish food! If you look closely, you'll find all kinds of tiny critters in your tanks. I've got nematodes, scuds, and little green dots that I think might be daphnia. The little fish eat the nematodes and daphnia, the big fish eat the scuds.
