I'm in the process of setting up a 30 litre small nano reef and wondering do I need to get a protein skimmer I plan on putting maybe 3 fish and live rock into it

Thats about a 7.5 gallon tank so now you wont need a skimmer., BUT you cant really put more than one fish in a tank that small. And that is even pushing it

Carey is right. Just curious what fish did you plan on putting in there. We can tell you if any of them will work.

Ya I was gonna put a clown fish and a bangai cardinal

The lowest tank size for any clownfish is a 20g.
For Banggai cardinals you need a 30.
Really the only fish I would consider are:
Clown Goby
Neon Goby
Maybe a court jester when the tank is more mature. So you'd have no fish for a period of like 6 months. Corals and inverts would be fine. This is only because of the fish limit.
