Rebooting a 30g tall tank

Hello. I had an account on here a few years back under the name Kuhli Loach I believe. But I decided to start anew. Anyways. I have a 30g tall aquarium that I've had since 2012. It used to be lively and vibrant. But has since gone downhill. I have a single fish. And I need more. If y'all could give some aquarium advice (heh) and guide me towards the right kind of fish I should get that would be great. Pictures of tank and fish included. Also if you could identify the type of fish it is that would be appreciated. Thanks! Sorry for the rubbish picture of the fish, little guy won't stay still! ?

Also! Unique fish are appealing to me so unique fish > normal fish.
