Doesn't look like a Rotala sp. to me. Looks like its Limnophila aromatica.

That would be my guess as well.
The stems are planted way too close together. You need to plant each stem individually so the leaves of each planted stem almost but not quite touch each other. This will allow light and water flow to reach lower leaves.
