Sand floating around tank

I have a 4 inch live sand bed in a 20 gal tank i have 2 powerheads on either side of tank and flitering with a magnum 350 canister situated in the middle. My sand seems to move around the tank with the current. Ive turned down the flow rates of powerheads and even tried repositoning them. Any help would be great.
 
Time is your best allie at this point. Once the necessary bacteria colonize the tank, they will add weight to the finer particles in the substrate and will not be continuously in the water column.

Pointing the PH and filter returns toward the glass or in an upward fashion will also help. If any are directed toward the substrate, it will be some time before things settle.

This happens naturally in the ocean, if its not pissing you off too much would'nt it be fine for the sand to be moving around the tank?
