I put mine in a bucket of water, rinsed it around with my hand.. pour the top water in... pour more water in. Rinse and repeat. Then put it in the bottom of the tank. It'll still be cloudy though.. it IS sand.
 
Fill a 5 gal bucket about half full. Put a garden hose in the bucket and let it overflow. While it is overflowing, stir the sand with the hose, kicking up all the debris and dust. When the water comes out clear, it's clean. I haven't had cloudiness when cleaning it this way.

When gravel vacing, just wave the vac above the sand and kick up the debris then suck it out.
 
the 1st time i used it for my qt tank(wich isnt working well i cant face the fact of having a tank thats perfectly good with 25 watts 10 gal and have 1 fish in it :() but ya i put the sand in and just keep doing water changes till was clearest
