How can you tell the difference between a male and female I really need a detailed description if you can give one.

The male usually has brighter colors and a larger first dorsal fin. Not much to say here.

So how much smaller is the females fins. I really want to a pair for my tank I have two of them in my tank already now.

Here is a red female scooter blenny:

As you can see, there is a bigger dorsal on the male than the female.

Ok so now I know that I have at least one male the other smaller has yet to lift it's fin or either I just haven't seen it.
