I've got a 20 gallon planted tank with driftwood; an oscar and a common pleco reside in it. I'm thinking of doing a cash + trade at the lfs for some type of loach and african cihclid. does anyone recommend particular species of each that will be good together, ones that will stay relatively small as well? I read loaches exhibit their most interesting behavior when in small groups, so I'm thinking I'd want to go with at least 3 or 4, maybe 5 if it's not a problem of overstocking when i have some cichlids as well.

The only African Cichlid that would be appropriate for a 20 gal tank would be shell dwellers. Everything else gets too large or needs the additional swimming space. There may be some other Africans from Lake Tang, but I am not too farmiliar with that particular lake.
