Strange white fuzz on plant

I have recently discovered a white ball which seems to be covered with tentacles( only way I can describe it) I think It may be old food or some kind of fungus. Should i take it out? The pics are pretty good.

That happened in a tank I was cycling, it's uneaten food that has grown...something on it. Yes take it out

Yea its like moldy food. My bros tank does this becuase of the frog pellets.
