Strange White Stuff Growing On Fake Plant and Structure

Hey all! I am new to this forum and apologize if this has been asked before, but I can't seem to figure out what is going on in my tank. I have a small 1.5 gallon tank with a Beta fish in it, I do regular 30% water changes every 3 days and only keep the light on about 12 hours a day. It seems this strange white stringy stuff is growing on everything and at a fairly rapid rate. I don't know what it is or where it is coming from. I only use bottled water to fill the tank. If anyone has any idea what it could be and how to fix it please let me know.

Same thing is happening to me in my New 20 gallon tank. Still looking for answers myself.

With a google search I found it could be either a white algea bloom or a bacteria bloom. Either way I know nothing yet and don't know if that's bad or good.
