thought i had diatoms??

my tank has been up and running for a little over a month now, with the cycling process going on for 2 weeks, about a week ago everything was turning brown, the tank is still brown, but now there is green along with the brown, kinda looks like a little version of seaweed? is that normal, with the diatom bloom or should i be concerned.

pH = 8.3
NH4 = .25
N02 = 2 ppm
NO3 = 50-75 ppm
Calcium = 350-400 ppm
Iodide = 0.03

lights are on a timer, and i turned them down to 9 hrs a day
