Yes I believe it is a deficiency. One of my swords had it and it started growing normally when I added an extra root tab. I think that it has some thing to do with calcium. I'm not 100% on it.

The easiest way to fix it is to just fertilize with a root tab/
 
Calcium will cause curling, but that's pretty rare being as most water has between 20 and 200 ppm calcium. It does happen in super soft water though.

It's probably some micronutrient issue (iron is a likely suspect). As Crepe said, a good root tab will sort it out.
