Can I use two coral life t5ho fixtures on my tank? I have a 25 gallon and each bulb outputs 24 watts, with two bulbs per fixture. I don't think 48 watts is enough so I was wondering if it was safe to put two on the same tank?

I don't know what to do. Everything I look at is really low wattage.

Look up 165w (55x3w) dimmable coral reef LEDs on amazon or eBay, last I saw they were around $100 and will support any photosynthetic creature you'd like

That would work but you can find cheaper leds like stated above. Look at the long term cost you would need to replace the bulbs every 8-12 months at about $15-$20 a bulb there's $60-$80 a year when you could spend $100-$150 on a led fixture and never have to worry about replacing any bulbs.
