Very sick comet

After adding two new panda butterfly goldfish, my comet started to get black spots on both sides of his body, towards the middle. I know for a fact that it is not ammonia burns.
He started to get fin rot two weeks ago, so my filter has been running none stop since.
I started adding T.C Tetracycline three days ago hoping it would help with fin rot and any bacteria/fungus the two panda butterflies had.
Today, the comet and one of the pandas have been laying at the bottom all day, and the comet now shaking, almost like muscle spasms or even seizers almost, he constantly moves his front fins. He still looks around though.
He can't swim, and when picked up he just floats back down to the bottom.
Any ideas to what it could be/ any ways to help him recover? or is it even possible for him to recover.
