What is OTC medication??

I found a site that tells me about OTC medication (Over-the-counter medication). And I just don't know what this means and what should I do.

Let's say for an example: OTC medication for parasites.
 
My impression has been that it is something you can order without a script, otherwise can only be provided by a vet/doctor due to some legal restrictions.

So here panadol is bought over the counter whereas human antibiotics need a script from a doctor.

Tetracycline for fish can be bought off the shelf but an antibiotic injection (eg for a prize goldfish) would need a vet to issue a script so I could then buy it from him.

So OTC medication is the one that doesn't need the doctor's script?
