What is this?

I noticed this forest green coloration on some of my plants. It seems to spread when it's in physical contact with another plant. I can't really tell if its an algae or some other growth.

What kind of plant is that?

Mostly in patches on my Fluorite, and also on my Green Cabomba, Anacharis, not sure what other plant that is with the needle like leafs. I just added baby tears to the foreground. ~3wpg and co2.
