what is this!?

I got home from work and this (look at pic) fish is acting normal. swimming and eating and even bugging the other fish in the tank. The water tests are normal
Amm-0-0.25....only slight greenish
Nitrate 0
Nitrite 20
Ph is 8.2 I have hard water.
37 gallon tank with an ac70 filter and a top fin 40 filter. Weekly 40-50% water changes
Fish line-up
5 black skirt tetra
5 black neon tetra
6 redfin tetra
1 long fin albino bn pleco and
3 striped kuhuli loaches
One random ghost shrimp

That's not the tail it's the anal fin.

Since the beginning of July its done cycling. I ment 0 nitrite...20 would be all dead fish....nitrate is 20...
