Im still a noobie to this but I have a 60 gallon tank with 2 light sets. I just got 2 Oscars yesterday and they are swimming happily. But my question is when can I turn on the lights and not scare them?

its better to turn on the lights when it starts getting light in the area they are in, that way they have already been exposed to a little bit of light and will ease the transition.

Don't worry about it, they will get used to it. You can get a timer, and set it for when you are home the most. You don't want much more then 8 hours a day or it can lead to algae.

Oscars can grown over a foot long and are filthy little wet pets, you should really have a plan for when they get bigger. When they are about 5" each you will want to get them a 100-150g or take one out.
