White growth on neon tetra won't go away

I'm new to fish keeping so this is the first time I've had to deal with any unhealthy fish. One of my neon tetras has a white growth or lump on his mouth, I treated the tank with eSHa 2000 and eSHa Exit for the instructed three day dosage but the neon still has the growth or lump on his mouth.
As far as I can tell, none of the other fish have any white spots or lumps on them, it's just the one neon. He's acting fine, still eating, no discolouration, just the lump.
Does anyone have an idea of what it might be? Should I do another round of medicine?

Ammonia: 0
Nitrite: 0
Nitrate: 5ppm
KH: 1
GH: 2
PH: 6.5
Temp: 24°C
Water Changes: 15% - 25% weekly
Filter: filter cleaned bi-monthly
