White growth on rasbora

A small group of 8 rasbora in a 5 gallon QT tank. All are active and eating but for one. The ill rasbora has clamp fins, doesn't swim much, tends to stay in one area. On one side of his body, has some white growth but the other side does not. Currently he is the only one ill and i am dosing kordon rid ich plus. How to get rid of the disease before it spreads to the other rasbora? Also after I am done using this tank as a QT, it will become a shrimp tank.

That's the red in the first photo and the white on the back of the body in the second two? I'd consider removing that fish to a separate container (jar or something) and if treatment doesn't work would put down. Small fish I find are hard to cure for bacterial infections.
 
Sadly, he passed away. However I think saw another rasbora having clamp fins.

Look up Tetrahyemena, Neon Tetra disease
I cant really tell from your pictures......
 
I looked on google, and none of those disease match. Every one still remains healthy, expect one. He only had clamp fins, isolated from the others. I will do a Water change and do a lower dosage of kordon rid ich plus.
