I have been cycling my tank for about a week and a half and I noticed some white stuff growing on my air tubing. So I kind of rubbed it off and now the white scum is just floating all on the inside of my tank. I did a couple partial water changes, but it seems to be coming back anytime I disturbed the water. Is this normal???

Probably just some organic material or whatnot. I wouldn't worry about it, your filter should take it out of the water though.

That's not normal.
The basin is new. This means: another kind of microbes has come to the majority.
Suggestion: Clean up again. Wash everything, even the gravel.
Then they start again. But they get from a friend from a good aquarium a little dirty gravel and a bucket of his old water.
This determines the majority of the right microbes.

Not sure what that is so probably not. I do have old media from my 5 Gallon established tank. nothing weird growing in there.... I do have a sunken pirate ship with sails made of fabric I wonder if that is the issue?
