Will I go through a mini cycle

I am plumbing a 30g tank into my current system BC29 with a 20L sump I want a fowlr tank to keep tangs and a angel. When I add the tank will it create a mini cycle a

Adding a tang to a tank so small will be a big problem. I'd look into getting a much larger tank if you want a tang. It depends on the species that will decree what size of tank you'd need.
In terms of a mini cycle, adding an additional body of water to a system won't cause it to cycle. You could most likely add dry rock to the system and a fish and be just fine due to the bacteria that has already been plumbed into the system itself.
