Looks like fungus, do you have uneaten food laying on the bottom of the tank?

If you use tank water from a partial water change maybe, i wouldnt suggest it because its a problem in the tank with too many nutrients (like fish food) in the tank and or light, try covering the tank for 3 days with no light entering, i wouldnt feed the fish either they will make it unless a really sensitive fish, it should starve the algae, then when you uncover it (dont just drive the light on your fish wont like it) go easy on the food and if only fish in the tank try not keeping the light on all day and either use a room light if a really dark room or use window light hopefully not too much direct light from the sun. Ur lights are mostly for looking at the fish and growing plants, hopefully that will help, type in controlling algae or blacking out a tank in the search on this forum theres probly a really good guide on here,
