Lighting for a 5 gallon?

I have two 15w lights in my 5 gallon, would this be enough to grow plants? I know that the WPG rule doesn't apply for small tanks, so what can I grow?

Depends on the bulb. I grew plants in my 5g with one 13w 6700K spiral CFL bulb.

This is a pretty old tank I found in my basement the other day, all it says is its 15w... Are there any hardy cheap plants you could suggest to test my lights out?
