    I don't think you need to tear down your whole tank. Just pick off what you can and bleach dip your plants & equipment . If you can not get SAE's locally then get them on line. In extreme cases you can treat with copper.

    How many fish?

    For the surface of the tank the Hatchet Tetras are nice. If you want a lot of color then the Neons or Cardinal Tetras fall into this category. Also the Rummy nose Tetras are one of my favorite but are very easily stressed when being moved. Another good choice would be the Rasboras.

    (10 Gal) Otto or SAE for glass algae?

    For a 10G tank go with the Otto they stay small, SAE's can reach up to 6" in link. If you have skittish fish the otto's will be a better choice since they are calmer fish then SAE's.

    I used six in my 55G tank to help cycle it but mine is a planted tank. I would try to add 4-6 more in the next two weeks.

    Rocks and driftwood

    I never use bleach on porous tank decor. On wood & rock I always boil it. On driftwood this gets the tannins out, helps it sink faster & removes any bad stuff.

    Algae opinion needed...

    When you do a water change just lightly run the syphon over the top of the sand and this will mix it up so that the brown sand gets mixed in with the clean sand.
