Substrate is gravel, sand, or one of the many plant growing mediums like aquatic soil. I actually have had good luck with a couple of tanks without any gravel in them by using plants that can be attached to rocks or driftwood, like java moss or java fern. Plants like hornwort and anacharis a lot cheaper at home depot or lowes if they have a pond section than at an aquarium store.
