I don't remember where I read this but I know I did. I read that it all depends on the fish. Some can find the surface in the fluval edge and some just can't. So I would just try it and keep a look out.

They have gills to right?? If the water has good flow and there is enough oxygen they have to come to the surface less.

Bettas need to breathe surface air too. So you need to make sure he has surface air available too.

Halfmoons are nice. Since your tank is probably big enough to do this you might want to do a fishless cycle maybe.

I would get a purple or green betta. Rare colors.
